بالتعاون مع منظمة النجدة الشعبية وشبكة العدالة للسجناء وبحضور بعض أعضاء مجلس النواب ومستشار السيد رئيس مجلس الوزراء لشؤون حقوق الانسان وشخصيات حكومية وممثل عن بعثة الامم المتحدة ( يونامي) والمفوضية العليا لحقوق الانسان اقامت منظمة المنقذ لحقوق الانسان وبعض منظمات المجتمع المدني المؤتمر الخاص عن الخطة الوطنية لحقوق الانسان 2021- 2025 وتحديداً الانشطة الواردة في الخطة إلى والمتعلقة في ادارة السجون ومراكز التوقيف
استهل المؤتمر بكلمة السيد المستشار رئيس الوزراء الذي استعرض واقع السجون ومراكز التوقيف واهم التحديات التي تواجه الحكومة بهذا الملف مشدداً على عزم الحكومة بأيجاد معالجات موضوعية للمشاكل الموجودة بعدها تم تقديم عرض عن أهمية الخطة الوطنية لحقوق الانسان والمراحل التي مرت بها وماتضمنته من اهداف رئيسية وكذلك بيان التوصيات التي قدمت للعراق من مجلس حقوق الإنسان بخصوص ملف السجون ومراكز الاحتجاز والتي وردت في الخطة والجهات المسؤولة عن التنفيذ واهم ماتضمنته الخطة الوطنية والتي عكست مايجب القيام به العراق بناءا على التوصيات الواردة في الاستعراض الدوري الشامل بعدها جرى تقديم المؤشرات التي يمكن من خلالها قياس ماتم انجازه من الخطة بعد مرور سنتين وتسعة اشهر من قبل الوزارات ودور وزارة العدل بمتابعة ماتقوم به الوزارات بضرورة دمج الخطة الوطنية بعمل الوزارات
بعدها جرى حوار بين الحاضرين والاستماع الى كل وجهات النظر المطروحة والاسئلة التي طرحت من قبل المشاركين
In collaboration with the Popular Rescue Organization and the Justice Network for Prisoners, and in the presence of some members of the House of Representatives, the Advisor to the Prime Minister for Human Rights Affairs, and governmental figures, as well as a representative from the United Nations Mission (UNAMI) and the High Commission for Human Rights, the Human Rights Rescuer Organization, along with some civil society organizations, organized a special conference on the National Human Rights Plan 2021-2025. The focus was specifically on activities outlined in the plan related to the management of prisons and detention centers.
The conference began with a speech by the Prime Minister’s Advisor, who discussed the current state of prisons and detention centers, emphasizing the significant challenges faced by the government in this regard. He underscored the government’s determination to find objective solutions to the existing problems. Following this, a presentation highlighted the importance of the National Human Rights Plan, its key objectives, and the recommendations presented to Iraq by the Human Rights Council regarding the prisons and detention centers file. These recommendations were incorporated into the plan, specifying the responsible authorities for implementation.
The National Plan reflected what Iraq should undertake based on the recommendations received in the comprehensive periodic review. Subsequently, indicators measuring the progress made within the plan over two years and nine months were presented by the ministries. The role of the Ministry of Justice in overseeing the activities of ministries and the necessity of integrating the national plan into the work of ministries were emphasized.
A dialogue ensued among the participants, allowing for the consideration of various perspectives and addressing questions raised by the attendees.
