قرارات اللجنة العليا للصحة والسلامة الوطنية بخصوص مستجدات جائحة كورونا ( 13 / 2 / 2021 )

ترأس رئيس مجلس الوزراء السيد مصطفى الكاظمي، اليوم السبت، اجتماعاً هاماً للجنة العليا للصحة والسلامة الوطنية .  وجرى خلال الاجتماع بحث مستجدات جائحة كورونا في البلاد، في ظل تزايد عدد الاصابات بين المواطنين، فضلا عن مناقشة اهم الاجراءات التي يمكن من خلالها احتواء الفيروس والحد من انتشاره.  وتمخض الاجتماع عن صدور عدد من القرارات الآتية :
1. فرض حظر التجول الشامل أيام الجمعة والسبت والأحد من كل أسبوع اعتبارا من يوم 18 شباط 2021 ، فيما يكون الحظر الجزئي لايام الاثنين والثلاثاء والاربعاء والخميس من الساعة الثامنة مساء ولغاية الساعة الخامسة فجرا ولغاية يوم 8 اذار 2021  ويعاد النظر حسب الموقف الوبائي باستثناء :
أ‌. منتسبي وزارة الصحة والقوات الأمنية والدوائر الخدمية.
ب‌. محال بيع المواد الغذائية ومحال بيع الفواكه والخضر، والافران والصيدليات، وتكون أوقات عملها من الساعة الخامسة صباحاً لغاية الساعة السابعة مساءً ( خلال فترة الحظر الشامل)، ولا يسمح لها بالبقاء مفتوحة بعد تلك الأوقات ولأي سبب كان، عدا الصيدليات الخافرة (تخصص من قبل نقابة الصيادلة) للعمل في ساعات الحظر، مع مراعاة ( التوزيع الجغرافي لها) والتأكيد على
توفير المعقمات (التي تحتوي على كحول بنسبة 70 ) عند مدخل المحل او الأسواق او الصيدلية، وتطبيق إجراءات التباعد الجسدي بين الزبائن بمسافة لا تقل عن 2 متر من جميع الاتجاهات وبمعدل شخص واحد لكل 2 متر .
ج‌. الإعلاميون الذين لديهم موافقة وزير الصحة (حصراً) .
د‌. الانتقال بين المحافظات لظروف إنسانية .
2. التأكيد على المواطنين لبس الكمام في الأماكن العامة وكذلك داخل سيارات الأجرة والباصات، والالتزام بالتباعد البدني في داخلها مع فرض غرامات مالية قدرها (25) الف دينار على المخالفين استنادًا الى قانون الصحة العامة وكالآتي :
أ. عدم السماح بوجود :
* اكثر من (4) أشخاص داخل سيارات الصالون بضمنهم السائق .
* اكثر من (6) اشخاص داخل سيارات نقل الركاب سعة (11) راكبا (الكيا) بضمنهم السائق.
* اكثر من (8) اشخاص داخل سيارات نقل الركاب سعة (21) راكبا (الكوستر) بضمنهم السائق .
* اكثر من (2) شخص في سيارات الحمل بضمنهم السائق .
ب. الزام جميع الركاب بضمنهم السائق بلبس الكمامات.
ج. فتح نوافذ السيارة .
د. عدم السماح لـــــ (الستوتات) بنقل اكثر من شخص واحد مع السائق .
ه. عدم السماح بركوب شخص آخر مع سائق الدراجة النارية.
و. فرض مديرية المرور العامة العقوبات المشددة بحق السواق المخالفين.
3. تطبيق الإجراءات الوقائية في العيادات الطبية والمختبرات الخاصة المُقّرة من اللجنة العليا للصحة والسلامة الوطنية، بقرارها (78) لسنة 2020 والتأكيد على الآتي:
أ.  توفير المعقمات التي تحتوي الكحول بتركيز 70% في مكان انتظار المراجعين.
ب. الزام المراجعين لبـس الكمام عند دخول العيادة او المختبر او توفيرها لهم.
ج. الحفاظ على التباعد الجسدي بين المراجعين بمسافة لا تقل عن (2) متر من جميع الجهات وبمعدل شخص واحد لكل (2) متر مربع من المساحة.
د.تتولى فرق مشتركة من (دائرة التفتيش في وزارة الصحة، ووزارة الداخلية، وجهاز الامن الوطني، وقيادة العمليات المشتركة، وقيادة عمليات بغداد) متابعة تنفيذ الإجراءات وفرض العقوبات المشددة وغلق العيادات والمختبرات المخالفة فوراً.
4. غلق العيادات الطبية الخاصة التي تعالج مرضى الكورونا باستخدام بروتوكولات، تخالف البروتوكولات الُمّقرة من اللجان العلمية والمستخدمة في المؤسسات الصحية الحكومية.
5. غلق مراكز التجميل والمساج كافة بدءًا من 18/2/2021 ولمدة أسبوعين قابلة للتمديد وحسب الموقف الوبائي للمرض .
6. غلق الأماكن الترفيهية والمتنزهات ودور السينما والقاعات الرياضية والمسابح كافة بدءًا من 18/2/2021 ولمدة أسبوعين قابلة للتمديد وحسب الموقف الوبائي للمرض.
7. منع إقامة الفواتح ومجالس العزاء والاكتفاء بالتعزية عبر قنوات التواصل الاجتماعي، لتجنب نشر الوباء من خلال هذه المجالس والى اشعار اخر، وفرض غرامة مالية قدرها (5) ملايين دينار على المخالفين استناداً الى قانون الصحة العامة.
8. غلق المساجد والحسينيات كافة وفتحها أوقات الصلاة (فقط) لرفع الآذان ومنع إقامة صلاة الجماعة فيها والى اشعار اخر.
9. منع إقامة حفلات الأفراح في قاعات المناسبات وغلقها بدءًا من 18/2/2021 وإلى إشعار آخر، وفرض غرامات مالية قدرها (5) ملايين دينار على المخالفين استناداً الى قانون الصحة العامة.
10. غلق المولات والمقاهي والكافتريات إبتداءً من 18/2/2021 ولمدة أسبوعين قابلة للتمديد وحسب الموقف الوبائي للمرض .
11. غلق المطاعم والاكتفاء بخدمة التوصيل، مع التزام أصحاب المطاعم بالإجراءات الوقائية داخل المطعم ( لبس الكمام والكفوف ) من العاملين ابتداءً من 18/2/2021 ولمدة أسبوعين قابلة للتمديد وحسب الموقف الوبائي للمرض، مع فرض غرامة مالية قدرها (5) ملايين دينار على المخالفين استناداً الى قانون الصحة العامة.
12. يكون التعليم في المدارس والمعاهد والكليات الحكومية والأهلية إلكترونياً بدءًا من 18/2/2021 ولغاية 4/3/2021 قابلة للتمديد حسب الموقف الوبائي، ليتم بعدها تحديد موعد الامتحانات الحضورية للمراحل كافة، ويستثنى من ذلك المراحل النهائية لطلبة كليات الطب البشري.
13. تأجيل اجراء انتخابات النقابات والمنظمات والاتحادات وإقامة المؤتمرات والمهرجانات والمعارض بدءًا من 18/ 2/2021 ولمدة أسبوعين قابلة للتمديد حسب الموقف الوبائي للمرض .
14. متابعة ديواني الوقفين الشيعي والسني تنفيذ الإجراءات الوقائية خلال زيارة المراقد المقدسة والمزارات الشريفة، والتأكيد على الحفاظ على التباعد البدني بين الزائرين وعدم السماح بدخول المراقد بدون ارتداء الكمّام واتخاذ الإجراءات المناسبة لمنع التجمع والتدافع داخل الأضرحة المقدسة والمزارات الشريفة.
15. منع سفر المجاميع السياحية من العراق الى دول العالم كافة والى اشعار اخر .
16. تقوم وزارة الصحة والبيئة باجراء فحص covid-19 بتقنية pcr لكافة القادمين من المنافذ الحدودية والمطارات لقاء مبالغ يتم استحصالها بالطريقة ذاتها بفحص المسافرين في المختبرات التي تتعامل بها العيادات الشعبية وحسب السياقات والاليات المعتمدة.
17.  السماح بدخول البضائع والحاويات عن طريق المنافذ الحدودية (البرية، البحرية، والجوية) مع اتخاذ إجراءات تعفير وتعقيم البضائع والحاويات من الخارج.
18. يكون دوام موظفي الوزارات والدوائر غير المرتبطة بوزارة والمحافظات (50%) من الدوام الرسمي، باستثناء وزارة الصحة ويخول وزير الصحة والبيئة إصدار التعليمات المناسبة لدوام منتسبي الوزارة بما لا يؤثر في تقديم الخدمات الصحية.
19. يكون دوام الموظفات الحوامل والنساء اللاتي لديهن أطفال دون السادسة من العمر في الوزارات والجهات غير المرتبطة بوزارة والمحافظات، بما لا يزيد عن (25%)، لعدم السماح بفتح دور الحضانة ورياض الأطفال.
20. إلزام الوزارات والجهات غير المرتبطة بوزارة والمحافظات والشركات والمؤسسات الاهلية بالآتي:
   أ. توفير المعقمات (التي تحتوي على الكحول بتركيز 70%) في مرافق البناية.
ب.  ارتداء الكمامات من العاملين والمراجعين كافة.
ج. تطبيق إجراءات التباعد البدني للعاملين والمراجعين مع وضع علامات دلالة للوقوف على الأرض.
 د. وضع حواجز شفافة فاصلة للموظفين الذين يستقبلون المراجعين وجهاً لوجه .
 ه. الاستعانة بالتكنولوجيا الحديثة والانترنت في انجاز المعاملات دون الحاجة لمراجعة المواطنين من خلال تطبيق برامج الحكومة الالكترونية والانترنت.
21. تكليف وزارة الداخلية وجهاز الأمن الوطني وقيادة العمليات المشتركة وقيادة عمليات بغداد، مساندة الفرق الصحية الرقابية في جولاتها الرقابية لمتابعة تنفيذ الإجراءات آنفاً في أوقات الدوام الرسمي وخارجه مع فرض الغرامات بحق المخالفين ولحد (5) ملايين واحالتهم للمحاكم المختصة.
22. حث منظمات المجتمع المدني والمؤسسات الخيرية والشرطة المجتمعية توزيع الكمامات في الاحياء السكنية والأماكن العامة، وحث المواطنين على ارتدائها.
23. اكد السيد رئيس مجلس الوزراء توجيهاته للسادة المحافظين بتهيئة قطع أراضي وتوزيعها على منتسبي الجيش الأبيض دعماً لهم في مواجهة جائحة كورونا .
24. تمديد الاستثناء الممنوح لوزارة الصحة والبيئة
و تنفیذآ للقرارات الصادرة من الجهات الرسمية ، قرر مجلس إدارة شبكة العدالة للسجناء انشطتها التي تعتمد على تجمع اعضائها في مكان واحد لحين اصدارات القرارات التي تسمح بتنفيذ البرامج التدريبية و الحوارية و الطاولات المستديرة .
