بتاريخ 25/10/2023 نفذت منظمة نورالرحمه لحقوق الانسان عضو شبكة العدالة للسجناء بدعم من منظمة الشعب النرويجي الحلقة الاذاعية الثانية لشهر تشرين الاول ( الحلقة الاخيرة ) وذلك ضمن نشاطاتها في مشروع تحسين أوضاع حقوق الانسان للسجناء والمحتجزين ، وقد تم تنفيذ هذه الحلقة الاذاعية في ستوديو اذاعة صوت العهد وتم بثها عن طريق الراديو وعن طريق الفيسبوك بثآ مباشرآ وقد تناولت هذه الحلقة الاذاعية موضوع الاكتضاض داخل المؤسسات الاصلاحية والتي استمرت على مدى ساعة كاملة .
وتم تناول الاسئلة التالية خلال هذه الحلقة :-
1- هل هناك قوانين وقواعد دولية تنظم تواجد النزلاء في المؤسسات السجنية؟
2- كيف يتعامل القانون العراقي مع مسألة تواجد النزلاء في السجون والمؤسسات الإصلاحية؟
3- ما هي الحقوق التي نص عليها القانون في تمتع النزلاء داخل المؤسسات السجونية؟
4- ما هي الأسباب الرئيسية للاكتظاظ في السجون والمؤسسات الإصلاحية ومراكز الاحتجاز؟
5- ما هو تأثير الاكتظاظ على واقع النزلاء في العراق؟
6- هل لارتفاع معدلات الجريمة تأثير على اكتظاظ السجون؟
7- هل هناك حاجة لإصلاحات تشريعية تتعلق بنظام السجون؟
8- هل توجد قوانين للعقوبات البديلة في العراق كأحد الآليات التي تساهم في حل مشكلة الاكتظاظ؟
9- هل تعاني حاليا مؤسسات إصلاحية الكبار أو حتى إصلاحيات الأحداث من الاكتظاظ حاليا؟
10-هل تكرار الجريمة أحد أسباب اكتظاظ السجون؟
11-هل يقدم المجتمع المدني مقترحات للجهات الحكومية للمساهمة في حل مشكلة الاكتظاظ؟
On 25/10/2023, the organization “Noor al-Rahma for Human Rights,” a member of the Justice Network for Prisoners funded by Norweaian People’s Aid organization, executed the second radio episode for the month of October (the final episode) as part of its activities in the project to improve human rights conditions for prisoners and detainees. This radio episode was implemented in the studio of the Voice of the Covenant radio and was broadcasted through radio and Facebook live streaming. The episode addressed the topic of overcrowding within correctional institutions and lasted for a full hour
During this episode, the following questions were addressed:
- Are there international laws and regulations governing the presence of inmates in prison institutions?
- How does Iraqi law deal with the issue of inmates in prisons and correctional institutions?
- What rights does the law stipulate for inmates within prison institutions?
- What are the main reasons for overcrowding in prisons, correctional institutions, and detention centers?
- What is the impact of overcrowding on the reality of inmates in Iraq?
- Does the rise in crime rates affect prison overcrowding?
- Is there a need for legislative reforms related to the prison system?
- Are there laws for alternative sanctions in Iraq as one of the mechanisms contributing to solving the overcrowding problem?
- Are adult correctional institutions or even juvenile correctional facilities currently suffering from overcrowding?
- Is the recurrence of crime one of the reasons for prison overcrowding?
- Does civil society provide suggestions to government authorities to contribute to solving the overcrowding problem?
