ممثل وزارة العدل تلتقي رابطة مدربي حقوق الإنسان لمناقشة حقوق السجناء ومتابعة تمريرمسودة قانون العقوبات البديلة

ضمن نشاطات مشروع التعزيزمع شبكة العدالة للسجناء JNP ومنظمة مساعدة الشعوب النرويجية NPA . التقت مدير الدائرة القانونية الدكتور علي السبتي اليوم الاثنين، بالسيد محمد الربيعي عضو مجلس الإدارة في رابطة مدربي حقوق الإنسان TLHR والوفد المرافق له المتمثل بالسيد رياض حرزعوزر عضو الرابطة لمناقشة أحدث مستجدات مسودة قانون العقوبات البديلة
حيث اشار ممثل الوزارة الى المراحل التي وصلت لها مسودة مشروع القانون المقدم من قبل وزارة العدل بهذا الخصوص والحاجة لتمريرالقانون وذلك ضمانا لحقوق السجناء ولمساعدة الجهات المشرفة على مراكزالنزلاء والسجون لتقليل الإكتظاظ وتقليل المصاريف والتخفيف ع الحكومة في النفقات السنوية . ومن جهته، لفت ممثل الرابطة على ضرورة وجود برامج هادفة تخصصية حول اوضاع المساجين والمحتجزين و تقديم ورقة بخصوص معدة حول أهمية مشروع قانون العقوبات البديلة . .
كما تحدث الدكتور علي واخبرنا بأن الوزارة بصدد عقد ورشة حول العقوبات البديلة يتم خلالها دعوة لجنة حقوق الإنسان وللجنة القانونية في مجلس النواب العراقي إضافة إلى دعوة الربطة لهذه الورشه باعتبار لديها ورقه بهذا الخصوص في نهاية اللقاء. وأكد على ضرورة التعاون بين وزارة العدل والرابطة بخصوص موضوع العدالة للسجناء
On May 6, 2024, as part of the activities of the Prisoners’ Justice Network (JNP) project, and in collaboration with the Norwegian People’s Aid (NPA) organization, a representative from the Ministry of Justice met with the Human Rights Trainers Association (TLHR) to discuss prisoners’ rights and follow up on the draft of the Alternative Penalties Law.
Dr. Ali Al-Sabti, the Legal Affairs Director, met with Mr. Mohammed Al-Rubaie, a member of the TLHR board, and the accompanying delegation, including Mr. Riyadh Harzuzer, a TLHR member, to discuss the latest developments regarding the draft of the Alternative Penalties Law.
The ministry representative highlighted the stages reached by the draft law submitted by the Ministry of Justice and emphasized the need to pass the law to ensure prisoners’ rights and assist supervisory authorities of detention centers and prisons in reducing overcrowding, cutting expenses, and alleviating the government’s annual expenditures. In turn, the TLHR representative stressed the importance of specialized programs regarding the conditions of prisoners and detainees, and presented a paper outlining the significance of the Alternative Penalties Law project.
Dr. Ali mentioned that the ministry is planning to hold a workshop on alternative penalties, inviting the Human Rights Committee and the Legal Committee of the Iraqi Parliament, as well as inviting the association to participate in this workshop, considering their expertise in this matter, as discussed at the end of the meeting. He emphasized the necessity of cooperation between the Ministry of Justice and the association regarding the issue of justice for prisoners
