قامت مؤسسة الهدى للدراسات الاستراتيجية بعقد السيمنار الرابع حول حقوق السجناء والمحتجزين .
ضمن حلقات البرامج التوعوية والتدريبية وتطوير التشريعات وفي سياق مشروع تحسين حقوق الإنسان للموقوفين والمحكومين في العراق والتي تشرف على تنفيذها شبكة العدالة للسجناء وبالتعاون مع أعضائها وبتمويل من مساعدات الشعب النرويجي نفذت مؤسسة الهدى للدراسات الاستراتيجية سيمنار بتاريخ 21 / 10 / 2023
بحضور العميد (محمد لفته طاهر) مدير حقوق الانسان مكتب الوزير في محافظة ميسان و( محمد طاهر عبد العباس) مدير شعبة علاقات مديرية مكافحة المخدرات في ميسان وشارك في السيمنار عدد من أعضاء منضمات المجتمع المدني وعدد من منتسبي سجن العمارة المركزي التابع لوزارة العدل وكذلك عدد من مسؤولي مراكز الاحتجاز التابعة لمديرية شرطة محافظة ميسان .
وافتتح النشاط (جمعه المالكي) معاون رئيس مؤسسة الهدى للدراسات الاستراتيجية مرحباً بالحضور والتعريف بنوع النشاط والغاية من انعقاده بعد ذلك قدم الحقوقي ( احمد ستوري ) مدير مفوضية حقوق الإنسان في محافظة ميسان محاضرة طرح فيها عدد من المحاور من أهمها : قانون اصلاح النزلاء والمودعين ، وقانون اصلاح الكبار، قانون اصلاح الاحداث وفي ذات السياق وضح معايير مانيدلا في التعامل مع السجناء والحفوظ على حقوق السجناء من حيث الأكل والسكن و زيارة السجناء وما لها من اثار نفسية ايجابية تساهم في اصلاح المحكوم والمحتجز وكذلك تناول ستوري أهمية الزيارات العائليه والسماح لهم والابتعاد عن وضع العراقيل التي تؤدي الى سوء حالة السجناء وذويهم.
وشارك الحضور بطرح عدد من القضايا التي تخص السجناء والمودعين وماهو حاصل من زحام في مراكز الاحتجاز بسبب عدم توفر البنايات والاماكن الكافية التي تساهم بتوفير حقوق السجناء ، وكذلك طرح موضوع ردائة الاكل من احد منظمات المجتمع المدني ، فيما اكد مدير حقوق الإنسان مكتب الوزير على جودة الغذاء ومتابعتهم لهذا الموضوع.
وخُتم السيمنار بكلمة من معاون رئيس مؤسسة الهدى للدراسات الاستراتيجية بالشكر والتقدير للحضور متمنياً للجميع التوفيق والنجاح والتواصل الدائم.
The Huda Foundation for Strategic Studies organized a seminar on the rights of prisoners and detainees as part of its awareness and training programs, and legislative development. This initiative is in the context of the project to improve human rights for detainees and convicts in Iraq, implemented by the Justice network for Prisoners, in collaboration with its members and funded by the Norwegian People’s Aid.
The seminar, held on October 21, 2023, was attended by key figures, including Colonel (Mohammed Lafta Tahir), Director of Human Rights at the Minister’s Office in Maysan Province, and (Mohammed Tahir Abdul-Abbas), Director of the Relations Department at the Directorate of Drug Control in Maysan. Participants included members of civil society organizations, staff from the Central Amara Prison under the Ministry of Justice, and officials from detention centers under the Maysan Police Directorate.
The event was inaugurated by (Jumaa Al-Maliki), Deputy Head of the Huda Foundation for Strategic Studies, welcoming the attendees and introducing the nature and purpose of the activity. Subsequently, Human Rights Activist (Ahmed Stouri), Director of the Human Rights Commission in Maysan, delivered a lecture covering various topics, including laws related to the reform of inmates and detainees, the rehabilitation of adults, and the rehabilitation of juveniles.
Stouri also discussed Mandela’s standards in dealing with prisoners, emphasizing the importance of maintaining prisoners’ rights, including aspects such as food, accommodation, and visitation. He highlighted the positive psychological effects of these measures in the rehabilitation of convicts and detainees. Additionally, Stouri emphasized the significance of family visits, urging for their facilitation and the removal of obstacles that may negatively impact prisoners and their families.
Attendees actively engaged in discussing issues concerning prisoners and detainees, addressing overcrowding in detention centers due to inadequate facilities. The topic of poor quality of food, raised by a civil society organization, was also discussed. The Director of Human Rights at the Minister’s Office assured the attendees of the quality of food and their commitment to monitoring this aspect.
The seminar concluded with a closing statement from the Deputy Head of the Huda Foundation for Strategic Studies, expressing gratitude and appreciation to the attendees, while wishing everyone success, prosperity, and continuous communication.
