In a session held on Monday, December 2, 2024, the Parliament convened its 18th session, chaired by Mahmoud Al-Mashhadani. During the session, a vote was conducted on the draft of the second amendment to the General Amnesty Law No. (27) of 2016, submitted by the Legal, Security and Defense, and Human Rights Committees.
The amendment aims to strengthen justice by excluding perpetrators of terrorist crimes and organized crimes such as kidnappings from the General Amnesty Law, due to the severe criminal nature of these acts, the negative impacts they have had on victims and their families, and the threat they pose to societal security. Additionally, the law seeks to reintegrate those eligible for amnesty into society after undergoing rehabilitation in correctional facilities, granting them the opportunity to lead a dignified life.
After voting on the draft law, the session was adjourned until the following day, Tuesday, due to a lack of quorum
مجلس النواب يصوت على التعديل الثاني لقانون العفو العام ويؤجل جلسته بسبب اختلال النصاب
في جلسة انعقدت يوم الاثنين 2 ديسمبر 2024، عقد مجلس النواب جلسته الثامنة عشرة برئاسة محمود المشهداني. وخلال الجلسة، تم التصويت على مشروع قانون التعديل الثاني لقانون العفو العام رقم (27) لسنة 2016، الذي قُدم من اللجان القانونية والأمن والدفاع وحقوق الإنسان.
يهدف التعديل إلى تعزيز العدالة عبر منع شمول مرتكبي الجرائم الإرهابية وجرائم الخطف المنظمة بقانون العفو العام، نظرًا لخطورة هذه الجرائم وسلوكياتها الإجرامية الخطيرة، وما تسببت به من آثار سلبية على الضحايا وذويهم، فضلاً عن تهديدها للسلم المجتمعي. كما يسعى القانون إلى إعادة دمج المشمولين بالعفو في المجتمع بعد تأهيلهم في دوائر الإصلاح، ومنحهم فرصة للعيش الكريم.
وبعد التصويت على مشروع القانون، تقرر رفع الجلسة إلى يوم غدٍ الثلاثاء، بسبب اختلال النصاب القانوني.
