في إطار مشروع تعزيز حقوق الإنسان الذي تنفذه شبكة العدالة للسجناء بدعم من منظمة الشعب النرويجي (NPA)، نظم المركز العراقي للنشاطات الإنسانية حملة مدافعة بهدف معالجة الثغرات المتعلقة بقضايا المخدرات. جرت هذه الحملة من خلال زيارة عدد من أعضاء مجلس النواب العراقي وبعض المسؤولين في السلطة التنفيذية والسلطة القضائية بتاريخ 19/12/2023
تم خلال الحملة تبادل وجهات النظر حول الحلول الممكنة لمواجهة التحدي الذي يتمثل في انتشار ظاهرة المخدرات. أكد جميع المسؤولين على سلسلة من التوصيات والاقتراحات لمعالجة هذه القضية، ويمكن تلخيص أهمها ما يلي :
ضرورة أعطاء فسحة للمتعاطين وضرورة أنشاء صندوق وطني لمعالجة المخدرات يمول من الحكومة والاموال العراقية المصادرة من المتاجرين كذلك أهمية التزام وزارة التربية بتضمين مناهج تتعلق بمخاطر المخدرات وتاثيرها.
ضرورة دعم نشاطات منظمات المجتمع المدني العاملة في ميدان مكافحة المخدرات والاستفادة من خبراتهم في هذا المجال , اقتراح بضرورة وجود مجلس اعلى لمكافحة المخدرات برأسة السيد رئيس الوزراء , زيادة وتكثيف البرامج التأهيلية بما يضمن أعادة تأهيل وعلاج المتعاطين من المخدرات .
Within the framework of the project to enhance human rights implemented by the Justice Network for Prisoners with the support of the Norwegian People’s Aid organization, the Iraqi Center for Humanitarian Activities organized an advocacy campaign aimed at addressing gaps related to drug issues. This campaign took place through visits to several members of the Iraqi Parliament and some officials in the executive and judicial authorities on December 19, 2023.
During the campaign, there was an exchange of viewpoints on possible solutions to confront the challenge represented by the spread of drug-related issues. All officials emphasized a series of recommendations and proposals to address this issue. The key points can be summarized as follows, granting amnesty to drug users, Establishment of a national fund for drug treatment: It was suggested to create a national fund for drug treatment, funded by the government and funds seized from drug traffickers, Inclusion of drug-related curricula: Emphasizing the importance of the Ministry of Education incorporating curricula addressing the risks and effects of drugs, Support for civil society organizations: There is a need to support the activities of civil society organizations working in the field of drug control and to benefit from their expertise, Proposal for the creation of a higher council for drug control: It is suggested to establish a high-level council for drug control, headed by the Prime Minister, Intensification of rehabilitation programs: There is a call for increasing and intensifying rehabilitation programs to ensure the rehabilitation and treatment of drug users.
