تسعى منظمة المودة وبالتعاون مع شبكة عدالة للسجناء, الى تنفيذ انشطة نوعية, الهدف منها زيادة الوعي والتثقيف للمجتمع حول واقع النزلاء والمودعين, وهذا النشاط هو الثالث بتاريخ 6/11/2023 في محافظة المثنى – السماوة, والذي يسعى الى التنسيق مع القنوات الاذاعية والتلفزيونية, ما يؤدي الى زيادة التوعية والمعرفة بحقوق الموقوفين والمحكومين للمجتمع بصورة عامة, والنزلاء بصورة خاصة.
استعرض الحقوقي فلاح الشمري, المواضيع والمواد القانونية على المستوى الوطني , او الدولي, وكيفية تنفيذها ومراقبتها من قبل الجهات الرقابية, وتم الاشارة الى قانون اصلاح النزلاء والمودعين رقم 14 لعام 2018, وما يتضمن من ضمانات توفر بيئة تتلائم مع واقع النزلاء , وتتلائم مع المعايير الدولية لحقوق النزلاء ومنها مبادئ ومعايير نيلسون مانديلا, والذي تتضمن العديد من الضمانات التي تحمي حقوق النزلاء, وتوفر وقاية سابقة, الغاية منها توفير بيئة امنة توفر الخدمات الطبية والاجتماعية, والاقتصادية، تتضمن القيام بالشكوى عند حصول اهمال او انتهاك للنزلاء في السجون.
وتضمن البرنامج الاذاعي استعراض مهام الوزارات والمؤسسات الحكومية, ومنها مفوضية حقوق الانسان, وما تقوم به من رصد ومتابعة واقع لسجون, ولها عمل متواصل وفعال في رصد الانتهاكات داخل السجون والابلاغ عنها للمؤسسات القضائية.
واشار حلقة خاصة بعنوان التشريعات الوطنية لحقوق النزلاء المتحدث الى استعراض انشطة منظمة المودة لحقوق الانسان, وفرص التعاون والتنسيق مع ادارة السجن الاصلاحي في المثنى وغيرها من السجون العراقية الاخرى, حيث تسعى المنظمة الى توفير تواصل واستجابة من ادارة السجن مع المنظمة في تنفيذ بعض الانشطة .
وتم مناقشة واقع النزلاء , والية دعم الزيارات الدورية التي تقوم بها المؤسسات الحكومية, او ما تقوم به المنظمات غير الحكومية,والتي تعتمد الرصد لمباشر للانتهاكات اذا وجدت.
واشار المتحدث الى الاليات الدولية الضامنة لحقوق النزلاء, وكيفية توفير الدعم لاشاعة ثقافة النزلاء, من خلال التوعية والتدريب والتثقيف العام حول واقع السجون, وركز على فئة النساء والاطفال, وكيفية حمايتهم, وخاصة الاطفال الذين تم استغلالهم في الجريمة.
واخيرا, ركز المتحدث على دعم المنظمات وتمكينها لتكون سلطة عامة مراقبة, لواقع النزلاء والمودعين وفقا للقانون الدولي الانسان, ووفقا للشرعة الدولية.
The Mawada Organization, in collaboration with the Justice Network for Prisoners, is actively engaged in implementing activities aimed at raising awareness and educating the community about the realities of inmates and detainees. This is the third activity in a project dedicated to enhancing human rights conditions in prisons and detention centers, organized by the Justice Network for Prisoners, of which the Mawada Organization is a member of the network’s general assembly.
Human rights advocate Falah Al-Shammari reviewed national and international legal topics and their implementation and monitoring by regulatory authorities during the visit. The discussion included the Prisoners and Detainees Rehabilitation Law No. 14 of 2018, which ensures an environment aligned with the inmates’ realities and international standards of inmates’ rights, including the principles and standards of Nelson Mandela. These encompass various guarantees protecting inmates’ rights and providing preventive measures to ensure a safe environment with medical, social, and economic services. The program also covered filing complaints in case of neglect or violations against inmates in prisons.
The radio program highlighted the responsibilities of ministries and government institutions, including the Human Rights Commission, in monitoring and reporting on prison conditions. A special segment focused on national legislation for inmates’ rights, discussing the Mawada Organization’s activities, opportunities for cooperation with the rehabilitation prison management in Muthanna and other Iraqi prisons. The organization seeks ongoing communication and collaboration with prison management to implement specific activities.
The discussion also delved into the reality of inmates, the mechanisms of support provided by governmental and non-governmental organizations through periodic visits, and direct monitoring of violations if found. The speaker emphasized international mechanisms guaranteeing inmates’ rights and advocated for spreading awareness among inmates, especially women and children, to protect them from exploitation in crimes.
In conclusion, the speaker emphasized supporting and empowering organizations to act as public monitoring authorities for the realities of inmates and detainees, in accordance with international humanitarian law and international legality.
