As part of the partnership project funded by NPA, Justice Network for the Prisoners’ in Iraq (JNP) conducted a monitoring visit to the Juvenile Police Center in Basra Governorate on October 9, 2024. The visit was carried out in collaboration with Al-Taqwa Foundation, where the monitoring team met with the center’s director, Colonel Raed Abdul Mohsen Ali, to exchange information about the conditions of the juveniles in the center.<\/p>\n
The director reported that there are 30 juveniles detained for various charges, including murder, theft, fighting, drugs, and begging. He confirmed that no convicted individuals are currently among the detainees, and it is expected that they will be transferred to the central prison\u2019s juvenile facility once legal procedures are completed.<\/p>\n
Regarding the center\u2019s infrastructure, the main hall has been expanded and repainted, which has somewhat improved conditions. Colonel Ali mentioned that officials are continuously monitoring the construction of a new building and are working to expedite its completion, which is expected to resolve many of the current challenges.<\/p>\n
Despite these improvements, the center still faces shortages of essential items such as blankets and cleaning supplies. Additionally, the director highlighted the urgent need for social workers and psychologists, as there are currently no specialists in these fields at the center. The center also lacks regular visits from doctors and is currently relying on available medical assistants.<\/p>\n
During the visit, a discussion was held with the juveniles to understand their basic needs. They expressed the need for improved living conditions and access to better care within the center.<\/p>\n
In conclusion, this visit is part of a series of monitoring visits aimed at assessing the conditions of correctional facilities and ensuring their compliance with human rights standards while addressing the essential needs of detainees<\/p>\n
