Within the project to enhance human rights in Iraqi prisons implemented by the Justice for Prisoners Network with support from the Norwegian People’s Aid organization through its members, our organization conducted the first visit in the field of prisoners’ rights in Iraq \/ Diyala Governorate, which included the following:<\/p>\n

– On March 3, 2024, the first visit was carried out to monitor prisoners’ rights under the workshop title “Monitoring the Human Rights Situation of Detainees and Convicts in Iraq” in Baqubah district. The visit was to Baqubah Central Prison, known as “Tahrir Prison,” where a series of questions were posed to understand the conditions of the inmates and detainees held in the mentioned prison, their essential needs. Among the questions posed were (To whom is the prison allocated? – Number of detainees and convicts – Age groups in the prison – Prison capacity – Are inmates classified by age and type of crime? – Do prisoners, detainees, and convicts receive visits from their families and do they receive sufficient food, ventilation, and sunlight? – Are there violations of prisoners’ rights and other questions). It was revealed through the questions posed that:<\/p>\n

– The prison capacity is 100 persons.
– The actual number of inmates is 85, including convicts and detainees.
– The number of detainees and prisoners often exceeds the prison’s capacity by far.
– Inmates are not classified in the prison according to age groups or types of crime.
– Inmates have limited access to sunlight and ventilation.
– The quality and quantity of food provided to prisoners are inadequate.
– Poor treatment by the prison administration towards the inmates was observed.
– Instances of financial extortion of detainees were noted.
– Hygiene and healthcare for prisoners are substandard.
– There is no healthcare center inside the prison, only basic first aid and simple medications like Paracetamol are available.
– Basic services such as water and electricity are lacking in prisons and detention centers.
– Lack of awareness of prisoners’ legal and constitutional rights among the prisoners and their families.<\/p>\n\n\n
